V-model binding always reset text input Vue

So I have an Text Input that filled based on string that stored in cookies. Something like a Remember me. when I do the value binding the cookies using :value I can't type the new value although there is no cookie being stored.

I've tried directly detect the cookies using :value="emailCookies" it still not letting me change the content of text input

How do I do to makes the input field is editable and it updated with email that stored in the cookies if there is any ?

How to split a rinex file if I need 24 hours data

Trying to divide rinex file using the command gfzrnx but getting this error. While doing that getting this error msg 'gfzrnx' is not recognized as an internal or external command Trying to split rinex file using the command gfzrnx. also install'gfzrnx'. my doubt is I need to run this program in 'gfzrnx' or in 'cmdprompt'.
