Get data from input field when it changes that input it in href link in the same table

This is the first time I am placing input fiels in the table and try to extract data from it with jQuery when user makes the change. To make things even a bit more complicated, user input needs to change href link that is in the same table.

Please be informed that I am a not highly experienced neither do I have any formal coding education - learning by doing is how I managed to get some knowledge.

This is my input field in the table

<td><input type="number" name="'.$zap_st.'" id="'.$zap_st.'" min="-10000" max="1000"></td>

This is href link in the same table

<td><a href= '.$link_href.' id="myLink_'.$t1.'">SUBMIT</a></td>

With jQuery I am trying to extract the data from input file and place it in the link with:

I am expecting that var encoded would (when it is changed in input field) be added at the end of the link "...rec_q="+encoded"

How to show number of registered users in Laravel based on usertype?
